I’m here on a Special Tourist Visa and want to apply for a retirement visa. Is this possible?

Nope, can’t change the STV. Gotta go home and reapply.
Sadly you have the STV visa and its rules CLEARLY STATE it CANNOT BE CHANGED into any other visa inside Thailand.
Sorry, STV visa can’t change to other type of visa.
The only option you have is a medical visa
“Officially” no you can’t change an STV to any other type of visa, you get it, you come here, you stay 9 months (90 days stamped in plus 2 more 90 day extensions) and you leave
“Un-officially” there are agents/agencies that can indeed get you from a 90 day STV entry to first a 90 day Non-O visa based on being over 50 (retirement) and then a year extension for the same reason.
Your best options are to go out of Thailand and return on a TR tourist visa, and change it here or make your retirement visa outside back and do 11 days quarantine after 1/4
