Can you arrive in Bangkok from the UK then take an internal flight to Phuket and spend just 1 week ASQ hotel before returning on an internal flight to Bangkok to avoid spending 2 weeks in a Bangkok ASQ hotel?

No 100% not. Only way to quarantine in Phuket is to fly in direct on Silk Air from Singapore

You can avoid hotel quarantine in Scotland by flying to England and driving to Scotland so it’s not that ridiculous of a question!

If you land first in Bangkok you must ASQ for 14 days in Bangkok.
Same for Phuket if you first land in Phuket.
And after ASQ in Bangkok…
If you fly to Phuket you are subject to quarantine for 14 days in Phuket as you entered from a red zone province.
From July 1st you might be able to fly directly in to Phuket without quarantine if you’ve received a full vaccination. You’ll need to stay in designated areas for 7 days before you can leave Phuket. This is all subject to change at any time but that’s the current plan. Prior to July 1st, you’ll need to quarantine for at least 14-nights wherever you enter Thailand. No exceptions
